If a hole breaks out on a surface such that the resulting curve is not a true circle, it will not have a center point. In a drafting view it may look perfectly round, but the system knows that it was a really a spline.
I am sure you have noticed that dimensioning these diameters is usually not a problem. This is because the system has a preference that allows a circular dimension of splines that fall within a tolerance of being true round. This tolerance is adjustable.
That does not help when you need to touch the "center" of these holes. What I recommend is to use the function "center" on holes like these and make cross-marks on the hole. Then use these lines to dimension too. That normally works fine.
Finally I come to your real issue, the close to curve filter. In E8.0 it does not work and should not be used. You will find that E8.5 is better, but you must be careful. Close to curve will still allow pick of random screen points. But when you are really on the curve, you get a proper green highlight point to tell you. This was missing from E8. If you see the highlight point in E8.5, you can trust that your pick is really on the curve.
